The Kennedy Bridge already handles more traffic than it was designed to carry. By 2025, all three existing bridges will be over capacity, a situation that would be alleviated when the Bridges Project is completed, according to computer traffic modeling. Without adding capacity to the system, travelers would be forced to wait on a congested bridge “which will continue to become more congested,” a federal study concluded.
